ICYMI: Governor Glenn Youngkin introduced a Common Ground Budget for the Commonwealth yesterday, sending a proposal to the General Assembly that funds shared priorities without increasing taxes on Virginia families.
“It demonstrates our commitment not as Republicans and Democrats, not as House and Senate members, or a governor, but as Virginians working together to deliver for Virginia,” Youngkin said in introducing the Common Ground Budget.

During Youngkin’s first two years as Governor, he signed bipartisan budgets into law that included record investments in students, teachers, law enforcement, behavioral health, and other bipartisan priorities – all while providing a record $5 billion in tax relief for Virginia families.
In introducing the Common Ground Budget, Youngkin said this is a chance to again fund shared priorities and also protect Virginians from tax increases.
“I constantly want to remind us that this pursuit of both-and opportunities consistently presents itself when we search for it,” Youngkin said. “Friends, this is a budget that finds common ground.”

Among many regional and local priorities supported by the proposal, the Common Ground Budget includes:
- A record $21.3 billion for K-12 education
- A 3% pay raises for teachers and state employees for 2025 and 2026
- Increased investments in health and human resources by $3.2 billion
- Toll relief in Hampton Roads
- $70 million to expedite projects in the Interstate-81 corridor
- Full funding of the state’s share of Metro’s short-term funding needs
- $72.5 million for community violence intervention programs and resources for law enforcement
Youngkin said this budget represents “a vast array of priorities across the Commonwealth, represented by Senators and Delegates, Republicans and Democrats” and called on the General Assembly to come together in support of the Common Ground Budget for the common mission we all share – making Virginia the best place to live, work, and raise a family.
